admkappsutil.pl didn't create the appsutil.zip

  We've aix5.1L ,9.2.0.8, 11.5.9

I'm following note 316365.1 section1/step3 (patch 9535311readme point2.3.2 )

So,the admkappsutil.pl finished with error

java.lang.NoClassDefFoundError: java/util/HashMap
        at
        at oracle.apps.ad.tools.MakeAppsUtil.<init>(Compiled Code)
        at oracle.apps.ad.tools.MakeAppsUtil.main(Compiled Code)
Exception in thread "main" MakeAppsUtil completed successfully.

and didn't create the apputil.zip ?

Plze if any idea or note to   help me to resolve the  the issue .
