Installing Agent: oracle.sysman.emcp.agent.AgentPlugIn is unable to run?

Put this under the category of "things that drive you crazy".
I've installed agents on at least 10 servers over the past year or so.  I'm using the interactive OUI. This time, it runs everything up to the "Agent Configuration Assistant".  

The pertinent error message is "Unable to unmarshal instance xml=/cincom/oracle/product/agent10g/inventory/ContentsXML/ConfigXML/oracle.sysman.top.agent.10_2_0_5_0.CFM.2.inst.xml".

The file exists.

Does anyone know what this means or how to fix it?
