Creating charge based on qty shipped

Hi,

I'm looking for possible solutions to automatically create a servive charge based upon the actual quantity of items shipped. Example below

Order qty is 15, Shipped qty is 10

A DFF is defined at customer with the charge amount of 15 cents (per item shiipped)

Need a line automatically created in OM or AR for a charge item totalling $1.50
