OM Service Start Date Calculation logic

 We recently upgraded to R12 and are no longer getting service contracts through OM when serviced item is non-shippable, servicable, IB trackable and OM service dates are null.  It is my understanding that order line service dates would be calculated and populated on the order line after fulfillment.   Was there a logic change in R12 from 11. 5. 8 on how service start date was determined when null?  What does the Contracts API use (fulfillment date, ship date, install date) to determine the service start date?
