Tax Integrity Report R077011 incorrect if one payroll finalizes before the other

We have 2 payrolls that run parallel.  (we'll call them payroll A and payroll   If payroll A finalizes first, there are no issues on the Tax Integrity report, R077011, even if payroll B has not yet finalized.

If payroll B finalizes first, there are random issues on the Tax Integrity report that are resolved once payroll A finalizes. 

Does anyone have an idea why this might be occuring?
