Fiscal Quarter and Year Prompt in custom report

For one of our custom reports, we need the ability to select the Fiscal Quarter, Fiscal Year (same functionality is availble in system provided Pipeline Analysis report). I can select Fiscal Quarter through prompts. But, after selecting a specific quarter, the prompt is disappearing and I have to reload the report to select a different quarter. If I open default Pipeline analysis report in design mode, I do not see the Fiscal Quarter and Fiscal Year boxes at all.

How is CRMOD is able to display these Fiscal Quarter and Fiscal Year boxes in the Pipeline analysis report?
