11gR2 - Global Statistics not updated after adding a new partition / even when INCREMENTAL set to tr

Does anybody have an idea, why the global statistics do not get updated when a new partition is added in 11gR2 after the partition has been updated?

The schema-prefs are set to INCREMENTAL TRUE.
