Discrete Job - Work Order - How is START date determined

Hi
Question is regd Discrete Mfg.
Ver 11.5.10

How is Work Order Start Date determined / arrived at?
Say there is ZERO stock today & we need to ship the Item on Oct 15 2010.
Item MAKE / BUY, BoMs, routings are defined with appropriate Lead  times.

Could you explain - in simple words - how will work order start date be arrived at?
Have referred all User Guides, Metalink Notes & other reference material .
