Enabling PCard Functionality using Encumbrance

We are looking at enabling PCard (employee credit card, not Supplier) functionality, but we use Encumbrance. From everything I have researched, it would appear that this functionality can not be used with Encumbrance. Is this correct? Why?

If Yes - this functionality can be used with encumbrance, are there any system/manual processes that are required outside of the normal system processes?
