PRC: Generate Utilization - refresh

When running the PRC: Generate Utilization set there's a parameter where you select Incremental or Refresh.  The only thing that I've found Refresh to do that Incremental doesn't is it updates the capacity for a period for any changes made after utilization was already generated for that period.  Does anyone know if there are any other differences?
