PAY: Can mandatory patches be skipped?

 Hello HRMS & Pay Gurus,

Please excuse me if this question has been posted before, but I could not find a definitive answer:  If the mandatory HRMS & Payroll patches have not been applied since 2007, can the latest patches (Family Pack "K" RUP5, 2009 EOY, Q1 2010, etc.) be applied without installing all the missed patches?  Are all the patches since 2007 required before installing the latest ones?  This is for a US/CA legislation.
