Repository install on EE or SE

in Enterprise Manager Generic (MOSC) Question
 We are installing a new EM Grid Control 11.1.0.1.

I saw that a SE database supports this but it looks like it does not.

EM installer failed on the "Connect to Oracle Database" step saying

Oracle partitioning not installed.

Now I have read many different things so I need to get some advice:

Since we are licensed for SE database does this mean we cannot install

the repository to this database?

Do I need to install a new EE database with partitioning only? Do you have to

have an EE license?
