PN:11i PN.M functionality ported to 12?

We are looking at implementing Property Manager.

We are still running on 11i and the upgrade to 12 is also on our radar. The questions are however:

1. Implement Property Manager first (because legacy system is held together with baling wire and bubblegum).

OR

2. Upgrade to 12 and then implement.

In an old newsletter (December 2009), the following information was included:

In Release 12.0.X Property Manager forward ports all Features and Functionalities provided by 11i.PN.L Patchset. All new Features and Functionalities provided in 11i.PN.M Patchset are not available in Release 12.0.X. They are expected to be forward ported in Release 12.1.X.
