Order import does not find orders to process - not spawning any child processes

I am having trouble getting Order Import to find  orders to process.  I have ensured that the ORDER_SOURCE_ID columns are loaded in both OE_HEADERS_IFACE_ALL AND OE_LINES_IFACE_ALL.  I have found some articles on My support and went through all solutions but no luck.  I am using the Vision instance for my test.  I would appreciate any help.
