Unable to access "Cluster Managed Database Services" tab due to invalid username / password for host

Hi,

We have a 2 node 11g RAC database on Windows X64. On both the nodes, we have a local user "oracle" that owns the clusterware / oracle
installation. This oracle user is a member of "local Administrator" group

We have pulled up the Database Console and trying to access the "Cluster Managed Database Services" page

It is asking us for Cluster Credentials and Database Credentials

we are supplying oracle/oracle as the username and password for the host but we keep getting error about invalid username and password. Here is the exact error
Connection to host as user oracle failed.ERROR: Invalid username and/or password
