"Unparseable error" in Oracle diagnostic tools

 Hi everybody,
we have R12.1.1, and Currently we are facing an error when log into Oracle diagnostic tools, which make us unable to generate any diagnostic. This error message is "
Unparseable date: "27-ABR-2010 16:58:50". As workaround we change the value at site or responsability level of the profile ICX: Date format mask from 31-DEC-1999 to 12-31-1999 and it worked, but it can not be changed at this level due affects some reports. Please help me to solve this issue, because this issue is affecting when in a SR request for any diagnostic.
