Rebuild Index

Hi Guys,
I have some question :
  1. What the usefulness of analyzed and rebuild index in a table????
  2. When the best time to rebuild an index????
  3. When i truncate a table, whether it's index also deleted or not???
  4. Whether an index influential with database performance when i insert data into it's table????
