Rate control field on DBA set up

We recently upgraded from E1 version 8.11 to version 9.0.  With this upgrade came the "Rate control" field on the dba set up which was preset to a '3'  for all our dbas.  The '3' prorates the dba amounts based on 14 days for a Biweekly pay cycle. (If we have a need to prorate a deduction, we calculate it based on 10 days and do a one time override, so we have no desire for an automatic proration.)

I tried changing the DBA Rate control field to 'blank', hoping to have the same results as we had in v 8.11 which was no dba proration.  However, it seems that the 'blank' works the same way as the '3'.
