Oracle Application Server appears when uploading a web adi budget journal

The Oracle Application server appears when a user tries to upload a web adi budget journal. 

This issue appears to be a PC set up issue as it affects only one user.  The user is on version 6 of java so has no plugins to remove.  The trust access to Visual Basic Project is ticked.

I do not have a lot of technical knowledge and would be grateful for any possible solutions.
