Manual Addition of CIP Assets

 In an effort to comply with GASB 51, we are trying to track our internal software costs for two different assets.  The assets are not complete yet so we would like to enter the costs as CIP assets.  Oracle will not seem to let us enter the internal costs as CIP assets throught the quick additions or detailed additions process.  Is there a way around this or has this been others' experience as well? We are currently use version 11.
