Error when accessing "Manage Cluster Database Services" tab on 2 node 11g R2 RAC

Hi,

we have a 2 node 11g Release 2 RAC database on Windows X64 2003 server
The software owner is "oracle" on both nodes. This is a local user and not a domain user
we have granted "log on as batch job" right to this user on both nodes

the Database Control is working fine except for the "clustered Managed Services" tab. When we click on it, it asks for O/S username/ password and DB username/paswwrod
When we supply it, it seems that its doing something but then throw the following error:
