use of ITM and XML Gateway to generate messages

 Hello

We are in the process of implementing project for screening denied party listing for compliance purposes. Our third party for screening partner is not 'Oracle Approved' example: clearcross etc. However through some reserach i found there are two responsibilities that helps generating xml messages that can be sent to third party screening partner. ie., ITM and XML. My question is can we still make use of these responsibilities to generate xml based message or it works only for oracle approved partners.
