Become back administrator to manage users

Hi!
I have being metalink's administrator for my company since spring 2009.
I Created users, gave access to metalink.
Right now, I need to add new user and don't know how to do this with my oracle support.

Please explain me or give link to "how to do" what i need to do to add new user for my company.
