PO receipt OV docs not updated in F43121

We are running JDEdwards EnterpriseOne 8.0. For some reason we have OV documents that are not written to the F43121 table.  They are however written on the F4111 and F0911.

This seems to happen intermittently.  We have tried to replicate in our test environment without any sucess.

Does anyone have an idea of what could be causing this?  Is there a one to one relationship of OV documents in F43121, F0911 and F4111?

Your assistance will be appreciated.
