Red stop sign / Green plus sign

 When one of our payroll users begins a payroll (any of our payroll IDs), and goes up to the Row drop down on the tool bar, she sees a tiny red stop sign and a tiny green plus sign by the PrePayroll option. She is still able to slide down and over to "submit" and down and over to "prepayroll".  Why are the red stop sign and green plus sign there?
