Undeinitized order processing

in Design Tools & Output Technologies - JDE1 (MOSC)
 I am consulting with a large defense contractor.  They accepted a undefinitzed order from another defense contrator.  When finally negotiated, the price was reduced significantly.  There were a multitude of issues including switch from buy to make items, labor application issues, etc, etc. 

Does anyone have any experience they can offer how to set these types of orders up in JDE?
