Licensing edition for DBMS_CRYPTO.HASH?

I am looking at using DBMS_CRYPTO.HASH.  However, we have the Standard Edition license and I found a vague reference on the net that DBMS_CRYPTO requires the Enterprise Edition license and (possibly) the Advanced Security option.  I have not been able to find anything on www.oracle.com or in Oracle Support that explicitly says what the requirements are.  Can anyone comment on this and/or point me to a URL that would give me the correct information?
