Point to an ID in Response to Group from knowlegebase or file to download

I have done my best to answer a few questions posted to the group.  As part of my answer I've listed the [ID] that provides an answer in the knowlegebase.  How do you link the [ID] to a Url?  How do you link to the URL to download a file such as the ones requested for Dictionary.xls and Activity.xls in a previous post?
