How do I get "targets" out of "status pending state".

Something went awry last weekend.  On Monday morning all targets were in "unknown" state.  I did the opmnctl stopall/startall and had do emctl stop/start/reload/upload.  That corrected all but 3 targets.  The following 3 targets refuse to change state.

OC4J: EnterpriseManager0.bb-xxxx-xxxxx.xxxx.xxxxx.xxx_OC4J_EMPROV

Collector Target: bb-xxxx-xxxxx.xxxx.xxxxx.xxx_oms_csa_collector Beacon: bb-cccc-ccccc.cccc.ccccc.ccc_beacon  What/How do I get these targets out of "status pending"?  What/How do I get these targets out of "status pending"?
