Setup Diagnostic Tool

 Hi

I would like to get Diagnostics Tool up and running, I think it's a great tool.  Please let me know what patches do I need to get this running.  I could see it on my responsibility but I could only see limited module like Payables is missing.  I can't go into Applications DBA etc.
