Security / RBAC to tests

Can someone assist me please.

Running 12.06

Diagnostics version

Oracle E-Business Suite Diagnostics R12.IZU.A.DELTA.6 (7294700)
Oracle Diagnostics Framework for R12 RUP6 [12.0.6]

I have created 3 users and assigned user 1 app end user, user 2 app super user and user 3 diag super user.

these are the only roles that the users have assigned.

If I run a diag report, how do I determine that user(1,2, or 3) can run certain diag reports.

From the docs I have read there is suppose to be a way of assigning diag reports to responsibilities.

But I am not seeing any security tab anywhere in the menus or functions.
