Common Cost Asset assignments

Hello,

When I generate asset lines for common costs, it will  create asset lines and distributes the costs to all other tasks.  There are some instances where the common cost will create unassigned asset lines and we manually assign to assets.  This only happens when some tasks have no cip but others do, when there are negative amounts, or no amounts on all other tasks.    Is this the correct oracle functionality?
