Language translation of Account Descriptions in Standard Reports

 In 11.5.10, we are rolling out to local country - we have global chart of accounts where the account segment descriptions are all in American English. If these descriptions are required for the local country to be in their local language, what is required to achieve this in addition to the local country character set on the database, what profile options will translate the American English descriptions or what is required. Any guidance please?
