cable pieces in inventory

in a business case,cable is measured  and transacted in meters. in every issue, stores issue 3m, 4 m like this from cables of length 10m,20 m like this. stores keeper cuts to issued length and entered issues. But small pieces remaining (like 1 m left after issuing 3m,4m,2m) in stores but in the application the stock shows like 21m but all are pieces.
any one wants 5 m, there will not be 1 piece with the length.
how to solve this?
