The Use of Custom Schemas vs Apps Schemas

When custom creating views/objects, is there a guideline for when a Custom Schema should be used versus the Apps or Base Schema? I was told there was a guideline from Oracle but I could not find it and I wasn't quite sure where to look either.

Anyones help would be greatly appreciated!
