System privs - SECURITY PROFILe

Hello,

Can any one clarify these system privileges (I am usng 9iRel2 - due to application restriction)

what  does it meant for ?

ADMINISTER profile   

CREATE SECURITY PROFILE  

CREATE ANY SECURITY PROFILE 

DROP ANY SECURITY PROFILE 

ALTER ANY SECURITY PROFILE 

Is above privileges different than the purpose of below listed privs ?

CREATE SECURITY PROFILE  

DROP SECURITY PROFILE 

ALTER SECURITY PROFILE
