Cannot submit a change order on a requisition entered by a user that has been end-dated

 We have a user who entered a requisition in iProcurement but has since left the organization and has been end-dated from the Oracle system.  Now a different user within the same organization needs to submit a change order on this requisition to close out the Purchase Order but is not able to do so since they did not originally create the requisition.  Has anyone ever faced this same situation?  If so, what was your work around?  Please advise.
