Use API's for importing budgets into Project Costing

We are using Project Costing, but no other Projects modules at this time. The budget form in Project costing is quite cumbersome to use and the budget entry process is labor intensive and time consuming.

Has anyone used an API to import project budgets to the budget form in the Project Costing module?
