Why does the Event Handler not recognize any of my events?

 We are trying to implement the new Event Handler Process in Agile 9.3.0.1 and we are experiencing some difficulties getting it to work. We have tried running the new JAVA PXs and Groovy scripts. The Application allows us to build the events, Handlers and subscribers just fine. We have tried to follow the instructions in the manual to the T, but when we try to actually use the events, the application does not see them.

We have launched several tickets with Oracle to try to solicit their help but after struggling for over a month, and working with several instances of Agile, it is just not working.
