Custom form option for Event processing?

We will be producing an Invoice worksheet in BI based on WIP from Projects (professional services firm, so hours * rate  = revenue and invoice) and there is a desire to be able to capture required billing actions (could be a request for an event, hours to be put on hold and such) from people who we do not want to actually create the event or expenditure adjustment themselves.  The concept that these adjustment requests could be captured and then sent via workflow to a Shared Services Center is the desire.  I am hoping in R12 that there is the
