validation for Actual Finish date (task) not exist - allow future date entry

 We use workplan in Project management (release 12.1.3). I confused with such fact: while entering progress for task (no resources, no deleverables) you can enter future dates for Actual finish date. I think - it is mistake.

Can anybody explain - is this a bug or a feature?

How can we customize this validation: actual finish date <= sysdate or  actual finish date <= as of date (progress) ?
