Credit memo reason not showing in Debit Memo transaction

All:

I have defined new credit memo reason but this new value is not showing up as LOV when I am creating a Debit Memo in AR. The reason is enabled and effective from date is current.   I can see this value in the Approval Limits form, Credit memo transactions and sales order Return reason.  I am not using iReceivables so Tag field is blank.

What am I missing?
