LOCK_CONTROL column in ONT.OE_BLANKET_LINES_ALL

Hello All,
I am looking to auto-populate the table mentioned above, however I do not know how/where to calculate the lock control field and also what it is used for? Does anyone have any suggestions on how to calculate this value for an individual line item on a BSA??
