US PAY: More than one Garnishment and Amount Owed fields

How many garnishment elements do some of you have set up?  And how do you use the "amount owed" field to track?  We have multiple "repeat offenders" and only have two garnishment elements set up and are running into issues with the system not withholding properly due to the amount owed being reached from a prior garnishment.
