R12 Sourcing - Blanket Agreement takes only Overall Price Instead of Quantity Based Price Tiers

I'm working with R12.1.1/2 Sourcing and have created an RFQ for a Global Blanket Agreement using Quantity Based Price Tiers. On each line, I have multiple tiers. When awarding a different 'Quantity Agreed' to each Supplier (we are awarding to multiple suppliers), the corresponding quote price from the Price Tier is not being used on the Blanket. Instead, the application is using the overall line price from each Quote.
ie. 
Supplier A Quote: Overall Quote Price = $15, Quantity 1-5 = $15, 6-10 = $10
Supplier B Quote: Overall Quote Price = $12, Quantity 1-5 = $12, 6-10 = $8

Agreement for Supplier A: Quantity Agreed = 8, Price = $15
Agreement for Supplier B: Quantity Agreed = 5, Price = $12
