OTM Bulk Plan planning multi stop parcel shipment issue

Hi All,

I am using single itinerary for organization and when I planned 5 orders thru bulk plan for 3 different locations it planned single Parcel Shipment. I was expecting 3 parcel shipments; one for each destination. Any idea what would have been wrong in this planning? I checked bulk plan logs and it bundle all 5 orders in single bundle for some reasin even after recognizing it had 3 different Destination (Plan To Locations) across 5 orders. I tried to find answer on Support web without any luck. Any help would be appreciated as this issue is random and happening once in a while in our Production environment.
