Clusterware version when multiple ORACLE_HOME versions are involved

Customer will have 2 $ORACLE_HOMEs under the same $ORACLE_BASE. Customer should ensure that clusterware is at the highest level of the two $ORACLE_HOMEs.  Is that right?
