Tax reporting type code = MEMBER STATE

In the “Tax reporting type” codes there is a code called “ MEMBER STATE ”.  There are however no defined “Reporting Codes” seeded in this setup.  Has anyone found it necessary to create MEMBER STATE type Reporting Codes, and if so how have these been used for tax reporting?
