ORA-12518, TNS:listener could not hand off client connection

 I created a new clustered manage service named "FEITH' in an Oracle RAC 11gR1 database on a Windows 2008 cluster. When I first attempted to test connections to the new service, I got an "ORA-12514: TNS:listener does not currently know of service". Because the service did not automatically register with the listener, I attempted to add the service to the listener.ora files with the following entries on each node of the cluster. But now I'm getting an "ORA-12518, TNS:listener could not hand off client connection " error. Does anyone know what I'm doing wrong? It's a brand new rac database
