ORA-12541 Error from web server to database

We are using a Web Server (windows 2008 platform) to connect to a 10g Oracle database on a Linux server.  The applications people are getting ORA-12541 errors.  I have tried to research this, I am not seeing any errors from the database end.  We do not have any anti virus software loaded on the web server.  Any thoughts out there on a potential area to look at?
